I have a pedestal at the street with a 200 amp breaker and meter. From this pedestal to the house would a 3 or 4 wire be required? Would the neutral be bonded in the pedestal or at the house or both? Does the ufer have to be run to the pedestal?

Under the '05 code you have a choice of regrounding the neutral at the building (running 3 wires) as per 250.32. Under the '08 code it would have to be a 4-wire system from the service point by the road.
