Quick question......

3000 Amp 120/208 Volt Service does not require GFCI protection per NEC 230.95

Doesn't this Article only pertain typically to 277/480 Volt Services??

Are you under one of the five exemptions? Why do you say it is not required?

First off they are talking about GFP (ground fault protection) for equipment, not GFCI for personnel. There is a difference.

Secondly, it applies to wye services with more 150 volt to ground.... Your 3 phase 3000 amp 120/208 service is not greater than 150 volts to ground so it is not needed.
