We have a building where we are adding a new service of 2500A to 3 dimmer racks replacing the old racks. We add a new service ground with #3/0 and the grounding rods , which section of the code explains that the existing ground has to be tie into the new service ground.

Clarifying my last comment. 250-58 says " that where separate service, feeders, or branch circuits supply a building and are required to be connected to a grounding electrode(s), the
same grounding electrode(s) shall be used. Does this means that I should bring the new grounding electrode conductor to the existing building grounding and not provide any grounding electrode to the new service?
 
Each service requires grounding electrodes. They can be a common electrode (for both) or seperate. If they are seperate they must be joined. In addition every electrode present must be used.

Why would that not be providing grounding for the new service?

It has to have electrodes; it doesn't have to have its own electrodes.
