Service Grounding at Fire Station

I'm working a on fire station project that was built in 1977. We are replacing two existing panels (Panel "P" and Panel "L"). Based on the attached one line diagram the grounding it at the service pullbox but appears there are no ground wires going to the panelboards we are replacing. Would I need to run new ground wires from the service pullbox ground to each panel we are replacing to meet current NEC 250 grounding requirements?

Since you have OCP at the gutter ahead of the Panels there would need to be an equipment ground however that ground could be a properly installed meratllic raceway and not necessarily a separate wire conductor.
