Service Grounding

We have a 1600A 240V 3 phase 4 W Over head Service for a Multi Family project.We Have a 1600A Over Head pull section feeding 2 Services.
One is 400A 240V 3P 4W with a meter and second one is 1200A 1P 3W with a
1200A Fused Disconnet switch and 23 Meters feeding each Unit.
Could we Ground Neutral in pull section or we have to ground Neutral one in 400A 3P 4W Service and also in 1200A Disconnet switch.
Do we have to provide 2 seperate grounding system for each of service,or
we can use one and tap one for second Service.
We have a Uffer grounding conductor for both services and 2 seperate Cold Water pipe grounding conductor for each of them.
Is this set complies wirh NEC Grounding Requirement.

Not sure what an over head pull section is, but you need to run your grounding electrode conductor to each of the first over current protection device.It is ok to tap the g.e.c. as long as the largest conductor is going to the water pipe.
