Service Grounding

We have a house with a 100 amp existing service in the garage. The existing service is grounded to a cold water line located in laundry room next to garage about 25 feet from panel. The house has a meter pit at outside curb for water supply which enters at pantry closet in kitchen which is impossible to reach from garage. We are upgrading to a 200 amp service.
Our Question is it acceptable to use the existing cold water ground in laundry room with the new size ground wire.
Also we would like to thank everyone for their help. We have just stumbled upon this site and have had many questions over the years that it would have been wonderful to bounce off of other knowledgeable people in the electrical field.

Not sure I do . If my memory serves me you need ten feet of water pipe in direct contact with the earth and you need to hit it within the 5' of it's entering the building ,..if this pipe meets these requirements it is a grounding electrode regardless of where the meter is.
 
I think he's saying the water enters the house in the pantry wall. The pipe that currently is grounded is just a laundry room feed, so it would not work as grounding electrode.

But...
In Virginia and Wyoming (where I lived) you were not forced to access "unaccessible" locations for upgrading grounding requirements; we were allowed to drive new ground rods and that would be sufficient.

Same here in California, actually this is completely NEC regarding types of electrodes.

Right ,..if the the acessible pipe falls within 5' upon entering it is an electrode ,..for all I know the pantry and laundry are back to back .
