Service installation question: 600 amp splitting to 400 amp and 200

Hi,
I am brand new to this forum and have a question about an unfamiliar area of service installation.

I am called to install a 600 amp single phase (actually a class 480 metering) into a site of 2 requirements. The gentleman wishes a 400 amp service to run through an access tunnel from the original serviced building. (Bringing most of the use of the service to a workshop) and leaving a 200 amp service at the building the service is attached to.
As I understand, I may run service conductors into a trough and tap off these conductors into a 400 amp disconnect and 200 amp disconnect. Is this correct.
Then is there any restriction of paralleling conductors. Can one parallel the service conductors into the trough and into the perspective disconnects?

You are essentially correct. As to paralleling on the POCO side of the disconnects, you have to be careful in how the AHJ interprets paralleling and tapping thereto. 240.21 only covers branch and feeder circuits. There are no requirements specifically for paralleling service conductors other than general paralleling requirements, but I believe some AHJ's interpret secondary feeder taps of 240.21(C) requirements as applying to service conductors.
