Service lateral in new Jersey

Two Questions I'm Bidding on a 200 amp underground service in New Jersey the Service is Approx 75 feet from the pole I am bidding around $3500 am I in the ball park? Question 2 As far as I can tell my minimum burial depth is 18 inches I cant remember doing a UG service for my old bosses that was less then 3' down whats the rule also I always remember my bosses ordering sand is this required . Any advise on this is greatly appreciated

Sussex Rural is the POCO and I will not be digging!

Few things.
1. who is paying for the digging.
2. factor in the time for calling the power company (PSEG I currently have 2.45hr for simmilar job phone only + site meeting
3. wire cost and type allowed

No, obviously you're not in a ballpark. The last ballpark service I did was about 3.5 million. The tennis center was a little less.

A typical OH service (SE) from me is at $2600.
Last OH service I did with pipe was at $2835 (200A, 20' EMT, etc)

Just the 2/0 wire alone there (COG) is about $458 ...adding your markup, handeling/pulling, etc... that would easily be $1000.

You might be "in the park"...but what type wire/conduit are you planning on?
PVC and wire?
Direct burial?

Money for temp service?

Burial depths are in 300.5

The lateral may be covered under your POCO's "green book".
For me, that would be PSE&G.
