Service light access panel

In the multi unit complex...there is a hard ceiling in the bathroom with an access panel for the HVAC unit. The inspector stated we needed a receptacle and light in the access panel for the unit. We have the bathroom plug which is close but apparently we need a light up there?

What code article is he referencing

If you can actually go thru the opening to work on the unit.
If not, I would likely be more concerned about 110.26

210.63(B)(1) requires a receptacle within the same room as the equipment. There is no requirement for it to be above the ceiling and no requirement for a light for equipment above a ceiling.

Ask the inspector for his code reference.
