I also have a question about a new service update, the new 400A meter does not fit in the existing location, I have attached a photo of the new location, I would like to put the service update in black, would that be a problem?

I don't see it as being a problem as long as it meets the requirements of your local Utility....you can call the local and get a cut sheet of requirements for both OH and UG services.
