Service Loop on Utility Pole

I am installing a 100 amp meter loop on a utility pole to feed a house. I am running 3 wires in a conduit down to meter and disconnect, and in separate conduit running 3 wires back up the pole to triplex to feed the house. My boss wants me to just run 2 wires back up and shortcut the neutral across the top to the utility neutral. I have not found in code where it says that you cannot shortcut neutral across the top of the pole. Any Ideas?
 
Your profile notes you work for a "city owned utility" so one would wonder if the install falls under NEC jurisdiction.
If so, 300.3(B) would seem to apply.
That noted, under the NEC, once you added the disconnect, 250.32 would apply and you would need an separate EGC on the secondary side also.
 
If you're before the meter, the only thing that applies is your utility company's construction manual.
