Service Mast Support?

Is there a maximum height for the point of attachment to a service mast to where it requires a guy wire? I thought it was over 3 feet, but when I looked in the code book, 230.38, it doesn't specify any measurement.

I have job where I need to raise the point of attachment 12 inches to meet 12' over a drive way, and it's currently over 36" above roof.
 
That is probably an AHJ issue.

Here the POCO tells us at what point, depending on the size of the riser, the POA has to be. Also, whether stiff-legs/bracing is required and so on. They have ESS (Electrical Service Standards) or ESR (Electrical Service Requirements) manuals online.

You know if you look at it and it looks relatively safe, it might be good. My point being if it is a long way to the poco pole . If it is a lot of wieight on it. That too, is what I would consider.
