The scope is to upgrade few of the existing risers (from 60A to100Amps), and replace old 60A fusible pullouts with feed-through type 100A /two pole breakers

Meter bank is located in tight electrical closet (on 38th floor) so our only option is to work within the existing enclosure. My question is – if we swap few pullouts with CBs and install custom cover plate –would that pass or we stepping in to issues with UL listing etc.

IMO, you would not be "stepping in" but rather stomping all over listing issues. A second question, how do you replace 60 amp pullouts with 100 amp breakers without addressing conductor sizing ?
 
I'd be interested in knowing just how you plan to adapt a 100A breaker inside the fuse slot. Until now I thought the cat food can JB was one of the best I've seen to date. I've also seen a coffee can recessed light w/ a 60 watt bulb in it. You can't approach this like "Creative Electrical Installations 101". Electrical products are made for specific uses and are UL listed when installed in accordance with manufacturers' instructions. You need to figure out a way to get past that. And finally, as Augie mentioned, will you be increasing the size of the feeder to the apt. ?
 
It can be done by changing the fuse holder and increasing the conductor size from the meter as well as the feeder but as Augie stated you will have a listing issue. Guess that you would need to have some sort of field evaluation for the modifications.

Definitely. I would get an EE involved before I took responsibility for this myself.

I didn't address that cause it's obvious. I can swear I have seen it done before but can't recall the place and if was filed /inspected AHJ or this was just "in-house" project.

Actually, this request comes form EE. .. they don't want to spend money to do complete upgrade (I guess). I am planning to run this through local Chief Inspector on Monday. Will report soon as I get anything.
