Hi
I am upgrading existing 200A service of a 1-family home in los Angeles,
per the Owners request, I put the new 400A stand up unit at corner of property , away from house.

Can I run two underground feeders to (2) 200A sub panels in the building??
And install (2) disconnect.s +system grounding at the building before entery..???

OR,

should I run only one 400A feeder to a 400A sub panel through a discoonect+system grounding????

Thank you

You want to check out part II of article 225 but the short answer is you can't run two feeders.

You can run one 400 amp feeder and use the tap rules to split it into two 200 amp overcurrent devices.
