I thought I remembered that the meterbase or the panel box can't be installed over outdoor steps. Or is it just the panel box. I can't find the article.

An enclosure with a meter and no overcurrent devices would not be covered by article 240. The panelboard ... lets just say it is the overcurrent devices that are not allowed over the steps in 240.24(F).

Depends on which way the steps are going and whether you have your clearances or not.

In addition to the NEC, the POCO has an opinion on this. Be sure you know their requirements.
