Service Pad or not?

Is there a requirement for a housekeeping pad (concrete) that must be installed under a new Service Panel (3ph 480v) with an open bottom as a normal service panel. The flooring is wood deck on a small ocean pier. Any requirement for this?

I am willing to bet the instructions with that open bottom gear prohibit installing it on a combustible surface.

I sure wouldn't have an open bottom exposed to salt air conditions.

only required if over 600 v (230.211 - 2005). however, you must still comply with article 682 (682.10 & 11 may apply ?)
