Service panel bonding and grounding 2 family

I am installing my first service in NYC and I am getting some conflicting information on how to bond and ground the panels. This is a two family home with one service drop. The drop enters both meters and the panels are chase nippled on top of each meter. I attached a sketch to help explain myself. Could someone please explain to me the path the bonding wire needs to take. I have also been told I need to bring the supplemental grounding electrode (ground rod) and water main ground in to both panels and put the bonding screw in both as well. All help is greatly appreciated. Thank You.
 
Your GEC location must conform to 250.24(A)(1).
If POCO allows you may make the connection in the meter.
If not, you must terminate in the service equipment.
You may elect to
(a)install a seperate GEC from each service disconnect to the electrodes.
(b)install one GEC to the service location and tap the second service equipment.

Each electrode can be brought back to the service or you can connect from one elecrrode to the other.

There are some helpful graphics that I'm sure others will post for you.
