service panel bus bar

My builder wired service panel has 2 wires per neutral bus bar terminal. My county inspector says this is wrong, my builder says it meets code.
Does anybody know?

If your area is under the 2002 NEC your inspector is right, see 408.21.

If the manufacture of the panel list two wire in it's labeling you can have two grounding wires per terminal. But the NEC does not allow two neutral wires in a terminal ever.

408.21 Grounded Conductor Terminations.
Each grounded conductor shall terminate within the panelboard in an individual terminal that is not also used for another conductor.
"Grounded conductor" Is the term the NEC uses for the neutral.

I posted the section as I know you probably don't have a code book.
