service panel in bathroom

Contractor asked me to add 4 circuits ins his customer's house that has the panel in a bathroom. This county doesn't require permit, but I'm hesitant. What if the customer sells the house some day and a Home Inspector flags it. Even though I didn't install it in a bathroom, I increased the problem. If it has to be moved then, I increased the work. NEC 230.70 What would you do ?
 
I would probably walk from the job or at least let him know it is a violation and you don't feel comfortable adding wiring to it. Tell him you are willing to move it and then add the circuits
 
No body cares in Central Western Indiana. I've tried to talk customers out of installing panels in the bath rooms and clothes closets. They end up hiring some one else that does it any way. I went to some new apartments (18) . The water heater was right in front of the electric panel. They left the bottom two screws off the cover because you could not get to them. I was there for a service call. So your chest is right up against the metal water heater whilst your testing a breaker. I walked from the job.
