Service Panel replacement from Flood

I'm changing a 200 amp service panel that was under water from flood damage caused by hurricane Sandy. I'm changing the panel and all the breakers with it. I also plan on changing the service entrance conductors from the load side of the meter to the panel. My question is what to do with the branch circuit feeders leaving the house panel? All are romex wires that were also under water. I plan on visually inspecting them and drying them out perhaps with a heat gun or blow dryer. Any suggestions? Thank you in advance.

Romex needs to be replaced!!

fmtjfw is correct, Romex needs to be replaced. You've got more then a service upgrade on your hands. Do good work, bill accordingly, and once the neighbors see what you're doing you may have more work than you can handle (and that's not a bad thing). Good luck

More flood stuff

Basement flooded during Sandy - work was done, but I am wrestling with the quality (not sure who did the work). Some specifics:

1. Main breaker to building was replaced (though cabinet was not) - also, a metal plate with rivet like protrusions were added.
2. Meters were replaced; however, meter housings were not (tamper seals are also missing).
3. Many cables that were under the flood level were not replaced.
4. New fire alarm panel was put back into basement that has flooded twice in the last year or so (Irene and Sandy).

Not sure of AHJ or POCO approved installations yet. Photos show some of the stuff. My main question: Are there are requirements to relocate stuff out of flood area (I realized that NJ Rehab code likely does not, but are there others entities that may (FEMA, etc)?
