Service panels

I recently inspected a home that had the breaker panel next to the kitchen sink. Is this too close to water source? I thought so. but is this a NEC code violation?

there is no distance from water for panel location.

I wonder if the counter extended under the panel? If so, that would be your violation, and not the proximity to the water.
