I would like to know if I can run from a meter/disconnect which would be attached to an unattached garage and from the disconnect run PVC under the garage floor(which will be cemented) through the a yard and under a cemented drive and feed a 200 amp panel in a single family dwelling? The total pvc pipe run will be approximately 120 feet long.

Yes, u can run under the garage floor with pvc. get line down to 24 inches. Size pipe for 2" just for easy pull. Also, include an equipment ground, art. 250.122.

Equipment grounding conductor may not be required, see 250.32(B)(2), but check local/state modifications too.
