Quick questions on services. I upgraded a 100a to 200a residential service. I moved the service over about 3 foot to get the proper clearance for the drip loop due to the structure of the home. I left the old 100a meter base up on the home disconnected all wires going to it and blanked off the meter socket.(left it on because it was sided around and would leave a ugly hole) I was told by my supervisor that this is illegal and all old service equipment must be removed. Is this correct? He couldn't give me a code reference and I looked in the code and can't find one. Also if anyone knows what the code reference to labeling the panel on a service change out.

I'm not aware of anything in the NEC that would prohibit a non energized meter socket being left in place. What would the hazard be? Couldn't the siding be replaced in the area? It wouldn't be my choice to leave it there but if there are no other options...........maybe hang a picture over the hole?

Could be that the POCO fears that someone may actually reconnect it after they're gone. Not likely but some POCO's do have rather quirky requirements. Like A/A said you won't find this in the NEC.

The POCO is ruled by the NESC. The NESC requires the removal of abandoned facilities. However, this only applies to POCO-owned equipment. If the meter socket is disconnected, wires pulled, blanked off, etc. it is no longer a piece of electrical equipment so the NEC would not apply. It is just a metal can and conduit.
 
Maybe removing the old riser and gutting out the panel would make him happy. As a home owner I would want the old garbage off the wall, but that is just my personal opinion, many people just don't care and will not want it removed.

Of course he couldn't give you a code reference, there isn't one.

Thanks for all your responses. When my supervisor said it was in the code he just couldn't remember the reference I was starting to think I was losing my mind.(heck I probally am).

It may be a locale code that I don't know about in that town but I don't think so. Couldn't for life of me see any danger in leaving it up though.(I left it up to keep the osb from being exposed no meter block behind it)

I work in about 20 different municipalities throughout the state and each has there own ideas on the code and the inspectors like to add there own interpretations.
