in a multi-dwelling unit can the panels be fed from the meters passing through another dwelling or does it have to be underground or encased in concrete?

The code does not address this.

There may be realty/ownership issues if they have property lines, however.

Actually Ryan, the Code does address this issue for service conductors in 230.3. If the service disconnecting means is located on the outside of the structure, you are correct since we are now addressing feeders.

By the way, I also agree with the second part of your post.
