I have a service rated 400 A ATS switch installed between meter and existing service equipment. ATS (Kohler) has 400 A breaker with double lugs to handle 2 4/0 SE cables from the meter. GEC and EGC have been relocated to ATS and existing service equipment has had neutrals and equipment grounds separated. My question is regarding 230.70(A)(1) Readily Accessible Location ('08) The ATS is readily accessible, however to get to the main breaker you have to remove the cover. This makes the disconnecting means not really readily accessible. Am I missing something?
Another question I have about this install is 230.82(5) permitting "taps" for "circuits for standby power systems" to be connected to the supply side of service disconnect. Does this have any bearing on this type of install?

Not really. The requirement is for the location to be readily accessible... not the disconnecting means itself.

It could. The permitted taps are essentially to monitor unswitched service power so opening the service disconnect will not engage the standby system... but its not a required method of monitoring.
