Service Rated?

Does anybody have a explanation for 230.91 "The service overcurrent device shall be an integral part of the service disconnecting means or shall be immediately adjacent thereto" CH claims they do not make a service rated switch without overcurrent. However their non-fusible DT transfer switches have a service entrance sticker! My question is, Can you put a DT transfer switch ahead of a main breaker or fusible disconnect?
 
This is an economical way of getting a transfer switch ahead of a main breaker panel. I'm assuming the DT is where the neutral is bonded, even though the main breaker is technically part of the service equipment :cool:
