service riser conduit

we have a customer who already has an empty 4'' conduit from utility pole to wire gutter. Customer wants to reuse conduit to save money on trenching and conduit. do you guys see a problem with installing a wire thru gutter then from gutter into customer meter loop?? basically use gutter as raceway because we cant punch a 4'' knock into a 200a meter can with 2'' conduit?. ANY Ideas??
 
Does the wire gutter contain
a) feeder cables that terminate on the load side of another meter, supplying a service disconnect or a panel? Or:
b) a second service lateral supplying a second meter?

there is no conducotors in conduit. we would just feed from service riser straight into the gutter then directly into the meter.
 
I don't think you'll have an issue, as long as you keep the service and feeder conductors seperate.
