Service section of gear

So I went to look at a 1200 amp 2 section switch gear. It had the utility conduits coming up in the main switch section and also had feeder conduits coming up in the same section that were to go into the second section of gear that housed the breakers that the conduits were associated with. is this allowable to have the conductors come up into the main service section and then into the section next to main per NEC? Can it be fixed by the exception in 408.3 to provide barrier between bus and conductors or should concrete be removed and conduits move into the correct section?

Can you just extend one group of conduit(s) to continue directly into the appropriate section before the wires exit? Simplest way to create a barrier, but not sure exactly how the Code would view it. :)
