A contractor on our site is telling us our load can only be at 80% of the main breaker size . I,ve looked this up in 230 of the code and cannot find it
where is this in the code.

It's not. Many confuse the rule that stipulates continuous loads to be figured at 125%. This is found in Article 210, 215, and 200 when considering conductor and overcurrent protection sizing.

If you calculate your continuous loads at 125% and your non continuous loads at 100% then as long as that total does not exceed the service breaker size then you are good to go.

Service calculations done according to Article 220 will allow for continuous and non-continuous loads. You can use 100% of the calculated load to size the service.
