Service sizing

I am trying to size an electrical service for an Assisted Living facility. There are two services, one for the electric heat and one for the rest of the building. The service is 120/208, 3 phase. All of the heating equipment is 208 volt, single phase. There are 63 total living units that each have their own electric heat/cooling. The total connected load is 1448 amps, 3 phase. I have read Article 220.82(C)(6). If I interpret that right, I should take 40% of the 1448 amps for the service size. Is that correct?

Be sure to check the definition of "dwelling unit" in Art 100. It must have "permanent" cooking equipment. Some AL units will have a microwave so they don't count. Why two services to the building?
