Service switch grounding sketch

Looking at the attached sketch, can someone let me know what the purpose is of the green conductor (that I pointed to) for the fire alarm service switch??

Looks redundant and not required.

Not only not needed but also not allowed the way it is drawn.

This is NYC F/A so good luck getting an answer as to what is actually required. They are so far behind the times that if you look closely at the drawing you'll see they still are using fuse panels for the branch circuits.
