Service to Pier Over Water

I am trying to bring-to-code a 20 A 220V service we have to a wooden pier over water. I need to power a water pump, 2 outlets and lighting. What sort of GFI protection do I need for the motor? Is a two-pole GFI main breaker the most cost effective method, or GFI outlets(2) and some sort of GFI device at the motor?
I could also use some guidance on grounding this circuit.

We appreciate your efforts to upgrade this system. There is more involved than can be explained in this forum. I recommend a qualified electrican to go over the requirements with you, esp due to the hazard with water nearby.
