Service Upgrade

I just visited a home that needs a service upgrade from 100 amps to 200 amps. The existing service is a mess. I stopped counting the number of different screw-type subpanels that this service currently has in use. The existing panel/subpanels are stacked on a wall in an unfinished basement. The problem is this: In an attempt to keep costs at a minimum, I can relocate a new 200 main breaker panel on the same wall in the basement, however, it would be very close to a toilet. The prior owner built a very primitive wood enclosure around a toilet he must have had installed, but this is not a bathroom. Imagine standing up (as us guys do), using the toilet, and an electrical panel being over your left shoulder. Are there any code violations in this scenario? Before I receive feedback as to why I do not just relocate further down the wall of the basement, there are some other issues that I have not mentioned so I would appreciate any feedback based on the criteria above. Thanks for your help in advance!

If the panel is dead front, your activity next to it should not be a problem. If the panel were on the same wall as the toilet and in the "splash zone" I would not accept it.
As for working space around the panel, the toilet is probably illegal, so it is not really there, right?

As long as you meet the requirements of 110.26, I would not worry about it for one second.
(Leave the cover off the panel to facilitate toilet paper storage :D)

The panel is not in a splash zone as I see it. It would be over your back left shoulder as you use the toilet. As far as working space, the only obstructions would be the toilet to your right and the wood enclosure surrounding the toilet to your left as you face the panel. The depth from the front of the panel to the wood enclosure is probably 4-5 feet.
