When upgrading a typical 208/120V service to a residence what is the typical opinion on how far you go into upgrade. SE Cable? Interior Panel? For instance if you are upgrading a service and the SE Cable isn't the worst you've ever seen but definetly could do to be updated, maybe just 2 hots and a neutral, goes inside to a fuse panel. Would you still do the service without upgrading the SE and interior panel or just not touch it at all unless the customer wanted to do it all the way.

When I upgrade a service it always includes new SE (or conduit) from the whetherhead down to a new meter pan/disconnect and from the meter pan into the panel.
