What article talks about running four wires from first disconnect to the service panel. I'm doing a apartment building that was built in the 70's. If I'm just changing the panel out ,do I need to run a ground wire. I looked at the job and had panel cover off and got to talking with home owner and forgot to look to see if there was four wires run to panel. In the 70's would four wires been required for a apartment building , if not do I need to run one, I think not but thought I ask.
 
My experience on panel change-outs has been that the requirements are varied by jurisdiction so the answer is one only the local AHJ can answer.
The "four wire requirement" is based on what is 250.24(A)(5) in today's Code (I don't have a70 book handy do I am not sure if the reference in the same).
That requirement would only be in place if there was a service disconnect ahead of your panel based on 230.70.
Locally, apartments in this area built in the 70's would have service disconnects ahead of the unit panels, but again your situation may be different.
Note that the "4th wire" (equipment grounding conductor) can be in the form of a 250.118 raceway.

Bottom line: you may get discussion here but your actual answer is local.:)
