Can a subpanel thats feed from a 400 amp service and controlled off of a back up generator be installed on a detached garage with its own 400 amp service. Thanks
 
If I understand your question correctly, you have an existing service on the garage and want to add a feeder from another building and a new panel to provide option standby power.

Take a look at 225.30(A)(4) and 230.2(A)(4).

They have a house being built that is going to have a 400amp service and a standby generator and they want to contol a few circuits on a detached garage from the generator but the garage is going to have its own 400amp service as well.
 
A building is permitted to have a second feeder or service for the purpose of providing optional standby power.

Aren't 225 and 230 independent. That is, 230.2 says only one service per building (baring the exceptions). 225.30 says one branch circuit or feeder to a building (baring exceptions). Is there anything that says you can't have both one service and one feeder to a given building? I think that is the intent, but don't see any words restricting that.

I agree, I don't see anything in those sections that restricts a building from having one service and one feeder ran to it.

I do think that the intent is that a building be supplied by a single source, either a service or a feeder, unless you meet one of the special conditions.

To add my two cents, both articles 225.37 and 230.2(E) both mention when a combination of services and feeders apply to one building a plaque designating the location of each shall apply.
230.2
(E) Identification. Where a building or structure is supplied by more than one service, or any combination of branch circuits, feeders, and services, a permanent plaque or directory shall be installed at each service disconnect location denoting all other services, feeders, and branch circuits supplying that building or structure and the area served by each. See 225.37

Where a building or structure has any combination of feeders, branch circuits, or services passing through it or supplying it, a permanent plaque or directory shall be installed at each feeder and branch-circuit disconnect location denoting all other services, feeders, or branch circuits supplying that building or structure or passing through that building or structure and the area served by each
