Services in multi dwelling units

G'day mates,
My name is Orlando and this is my first post in the forum after reading plenty of topics on it,
I'm a bit confused on 230 specially on multiple dwelling units.
230.71 says that the disconnection means per service-entrance may be up to 6 disconnections means.

If for example, we have a dwelling unit with 8 separated familiar units (small apartment with kitchen, restrooms, etc.),
can I splice the service entrance to allow for more disconnections means to be used ? (using 1 main disconnection for each unit, total of 8)
Or is this splice done with feeder circuits and not service circuits?

Provide a meter bank with a main circuit breaker and 8 meters.
