Services NEC 230.40 Ex 2 and NEC 230.2

I am installing a new 400 amp service on an existing residence. I need to feed an existing 200 amp panel and a new 200 amp panel for the addition. The utility brings the power to the property line where it is metered and that is the service point. The way I read NEC 230.40 Ex 2, and NEC 230.2 I can run parallel 4/0 AL service conductors to the house and mount (2) 200 amp fused service disconnects next to each other on the outside of the house and feed each disconnect with one set of the parallel 4/0 service conductors. The service conductors are connected at their supply end but not at their load end as required by and NEC 230.2. Is this install correct? Am I reading NEC 230.40 Ex 2, correctly?

If they're not connected at both ends then they don't meet the definition of parallel conductors. So what you actually have is two sets of service conductors.
 
I believe it is compliant. It's particularly that second sentence of 230.2 that makes clear that you can use 230.40 ex 2 in this way. (Note that it only applies when the service conductors are underground. Otherwise 230.40 ex 2 would seem to only apply where there's one service drop or set of overhead service conductors.)
