Services. When is disconnecting means/ ocpd needed

We have been doing quite a few white boxes; splitting retail spaces into two and adding a service, etc. Sometimes we are called to install a disconnect, other times the service conductors are taken to a main breaker inside the panel.

What are the requirements?

Specs, local codes, and how the your inspector interprets 230.71(A)(1) will decide if an outside disconnect is required.

(A) Location. The service disconnecting means shall be installed
in accordance with 230.70(A)(1), (A)(2), and (A)(3).
(1) Readily Accessible Location. The service disconnecting
means shall be installed at a readily accessible location
either outside of a building or structure or inside nearest the
point of entrance of the service conductors.
 
I would have concerns on the grouping of disconnects. If there are multiple disconnect switches around the building, how can we determine whather all the power is off? Fire service guys get real upset if they throw a main and power is still on someplace.

I agree, after re-reading the OP, it sounds like the service disconnects are NOT grouped. If there is one main disconnect and then it runs to the meters and then to the unit/store you may be ok. If on the other hand there is no single main disconnect for all the units, you need to group them.
