If a panel is service rated, and I do not install more than six mains, does it matter if there are additional spaces? I was told that you can not have extra space, but I do not see the word provisions or anything else that may prohibit this under 230.71. But if this panel met the criteria in art. 408 as a lighting panelboard would you have to put in a main or overcurrent protection.

Paul you are correct if you have a main lug panel for a service and don't have more than six disconnects then its not a violation, even if there are more spaces.
I always use a main disconnect, its just personal preference and safer for the end user.
