An 800 amp overhead service needs to supply one 400 amp c/t cabinet and a meter bank of five meters. Instead of a tap box between the c/t
cabinet and the meter enclosure (five meters), could I keep the meter bank and c/t next to each other but not mechanically connected (no tap box).
The c/t and the meter bank would each have their
own 3" riser, both of which would meet at, and be
attached to the same service drop.
Each meter will have a 100A CB on load side for
feeder and c/t will feed a panel board with main
with in five feet.
Is this considered a single service for the
building?

You appear to have one 800 amp drop supplying a 400 amp CT and four 100 amp disconnects. Beyond that, I am having trouble visualizing how you're building your service.

I believe you need to see 230.40, exception 2.

Let us know if I'm missing what you're getting at. :)

There are five 100 amp disconnects and one
400 amp c/t. I have two pieces of equipment,
an enclosure with five disconnects and a
c/t cabinet. They are not mechanically
tied together (no bus will tie the two
together).

I would like to build my service as follows:
Both pieces of equipment grouped together.
Each piece of equipment has its own service
entrance conductors. Finally, both groups
of service entrance conductors are supplied
from one service drop.

Section 230.40 Exception No. 2 clarifies
it for me.

Still a little fuzzy. Is there one mast or two?

If there are two masts feeding two entirely seperate sets of disconnects, then this sounds like two services. 230.2 will begin causing you problems. You might want to review it and be sure that you comply. You might need to seek special permission to have two services (230.2(C)(3)).

Do you have an approved one-line to go by? If not, you might want to sketch one out, and run it past your building department before starting work. :)

Assuming all of your disconnecting means are grouped in one location and you do not exceed six, it is one service connected to a single service drop. This meets the requirements of 230.2 and 230.71 which refers to 230.40. :D
