I had a call today from a homeowner in another juristriction who claims that the EI made him move his underground to another location because a deck was being built over where the conduit entered the meter socket.
Instead of just raising the socket and the service drop to meet code.
This was not because the utility did not want to go on the deck to read the meter, it was because he claimed that the conduit had to be accessible in case they had to dig it up.
I have searched and cant come up with a reference. Can anyone help me understand this, or is it just nonsence ?

There is nothing in the NEC that requires service lateral conduits to be easily dug up.

If this was a prohibition then 230.6 would be a violation.

Thanks, Chris, that's what I thought. How can inspectors make this stuff up:-?

Silly to move it now. If nothing ever goes wrong with it, then you're home free. If there is a problem later the worst you would have to do is trench a new lateral, which is what he's trying to make you do anyway.?. Why require you to do it now instead of later, only if it becomes necessary. Makes no sense to me.
 
Any thing underground and south of the meter is the utilities equipment. It should be the poco's decision.
The only time their is an exception to the rule would be on heights of overheads or by windows. That type of thing.

Agreed. That being said, could you splice the cable in the lateral to meet the new height off the deck ?
 
Here the POCO will not allow the meter to be over a deck. I asked why and was told because the wet deck could be slippery and could be a hazard while working in the socket. I guess wet or snow covered sloping ground is safer.
 
Here the utility will not allow the lateral, which they own, to be run under a building. Now you can run it under a patio slab and patio cover. Maybe they consider a deck the same as a building?

I had a situation where I had to relocate a meter panel conductors needed to be extended . Poco allowed me to put an underground pull box . Poco should make the call on this its there equipment and there regulations . maybe poco can explain that to the inspector that this does not pose a problem for them and thats all that matters . I guess you cant have sidewalks basketball or tennis courts and patios .
