Any thoughts on setting a Quazite hand hole (3' 3' 3') half in the ground Nd half above the ground?

Why? To limit ingress of water.

Also, regarding conduits entering the hand hole. Do you come under the box and sweep vertically up, or must conduit enter the enclosure perpendicular through the enclosure wall?
 
I dont think half in the ground half out would look that good. But I also hate when I see one that sunk into the ground after time. Usually I will tamp the ground good under and dump stone under the box, then keep them about 2-3 inches above finished grade. I think on new jobs some guys dont account for topsoil and sod or seed.
Also I prefer to 90 the conduit into the bottom if depth and radius allow. I have brought it into the side to. We ran some conduit for the utility company for street lighting, and they required it to come into the side . They provided the boxes and they were 18" x 18" x 18". They didnt want the extra 90's in the run because they pull in a #4 bare and and 2#2 aluminum.
 
Put it in the ground, everything in there has to be listed for wet location anyhow.

314.30(C) Enclosed Wiring.
All enclosed conductors and any splices or terminations, if present, shall be listed as suitable for wet locations.
