I've never used SEU or SE in conduit, but is it allowed to use from an outside disconnect through a 24 inch PVC conduit length outside the brick then installed with no conduit the rest of the way into the house to a house panel? I've always piped the entire run using individual conductors, but I didn't know if a short outside conduit was allowed using SE cable. Thank you.

SE and SER are both allowed in raceways. If you need to use an LB it will have to be large to accommodate the required bending radius.

You are not installing it in raceway if it is not continuous raceway from one enclosure to another, you are installing a sleeve, maybe for additional physical protection or even for appearance.

Do pay attention to bending radius if using a conduit body as mentioned.

Really..

338.24 Bending Radius. Bends in Types USE and SE cable
shall be so made that the cable will not be damaged. The
radius of the curve of the inner edge of any bend, during or
after installation, shall not be less than five times the diameter
of the cable.

You should use an elbow instead of an LB.

I am not sure he even needs an LB, maybe he could come out of the back of the meter.

That aside how would you propose to use a sweep against brick wall? :?

To me that would be really ugly unless you have a mason cut bricks very carefully to fill in around it.

I agree that with brick the LB would look much better but aesthetics won't do you much good if it can't pass inspection. :)

You're right an LB might not even be part of this equation.
