SEU or UF

We can obviously use SE and SEU for service entrance wiring but not UF. UF is pretty tough, but perhaps it can't be used as its does not have the outer braid over the conductors.
(In Washington we can't used SE for service entrance wiring, along with EMT, smurf tube, actually there are only 8 allowed wiring methods)
 
Uf cannot be used as it is not rated for services-- 340.12(1). I always wonder why and I assume because the bare wire is not braided. The same was true for SE cable and a 3 wire dryer outlet. We could not use 10/2 nm with ground but could use 10/2 seu cable.
