Seu sleeved in pvc

I sleeved seu cable from meter to lb then ran the wire itself to the panel. I took the sheathing off from the lb to the meter. Inspector says I can’t do that as it needs to be water resistant wire( the bare neutral) I asked what’s the difference with the 3’ with no sheathing at the weatherhead . What am I missing here? I’ve been doing it this way for 30 plus years and now a 22 year old inspector says it’s wrong.
