Do you have a certain installation issue that you are inspecting?
Is there a code that specifies where a service panel can be located or can you just put them anywhere. I inspected a house and the panel is located on the wall next to the sink. would a GFCI breaker take care of the issue?
 
The GFCI protection requirements are generally found in 210.8. Those requirements are for receptacles.

In regards to a panel being located next to a sink the answer is it would be permitted. In general, and without seeing your specific installation, the location next to a sink is not all that dangerous.
