Is it allowed to just stub the end of the conduit from the control panel into the pump chamber and slide the pump and float cables up that conduit?

Yes and no, depending on details which you may have conveniently left out....

First, the stub end will likely require no less than a bushing. Other details may require a cable gland on the end to maintain the integrity of the control panel, or a seal [-off fitting] if the pump chamber is a hazardous location.

Cable voltage ratings and/or circuit class may require separate conduits for power and control.

The preceding are just the few examples...

Every sewer pump I have done are done that way. I usually install a 2" PVC conduit from the control box to the tank. Here we must plug the end of the conduit with duct seal to keep methane gases from coming into the panel and corroding the controls. The newer systems don't have plugs on the end of the cords so smaller conduits can be uses, I would check with the local health dept as they may have height limits- ours must be 18" above grade.
