share ground rod or not

Consider the following situation. I have a POCO secondary vault/handhole that has two ground rods installed per POCO specs. I do not see any NEC requirement for these rods at the vault, except possibly 250.24(A)(2). About 5 feet away from the vault, I have a temp power pole. Should the GEC for the temp pole be connected to one of the vault rods or have its own rod? I dont really like using the same rods for both because I then I parallel the neutral conductor between the handole and the temp pole. But I also dont like have two pieces of metallic equipment using different GES's and being in such close proximity (Yes they are each bonded to the neutral conductor). It seems to me the best thing would be to have just a single GEC, but I cant skip the vault connection due to POCO specs and I cant skip the one at the service disconnect per NEC.
 
I don't believe that the electrical code specifies how far away from the pole the grounding electrode system can be. 5 ft does not seem like very far to me.
 
The POCO requires the ground rods to go to the neutral in the vault, versus say a bonding jumper run from the service back to the vault?

If so, would the NEC allow you to call the wire from the vault neutral to the ground rods your GEC, and then run a combined GEC/EGC from the vault to your service, with no neutral/ground bond at the service?

If not, I agree, separate GES.
