shared ground wire

i will be checking before all is said and done, but it looks like someone fed circuits from one panel into conduit with the circuits from another panel and tied the grounds together in that j-box. My question is, is that allowed? from the j-box i am hoping at least each feed into the separate panels has its own ground.

Not only is it allowed but in many cases it is required.

Take a look at 725.48(B)(1) - it requires conductors of different circuits to be functionally associated if installed in the same conduit. Many clients require dedicated grounding conductors from each source, i.e panel, but you can tie them to a common ground bus or stud in a JB.
